Why we developed the FLP Toolkit

The BC First Nations Forestry Council’s Forest Landscape Planning (FLP)  toolkit was developed by First Nations, for First Nations, and supports in building Nations’ readiness for the pre-FLP stage, especially those new to or not yet engaged in the process. It offers clear, accessible, First Nations–led guidance on FLPs, including their intent, process, benefits, and limitations. It is designed to complement – not duplicate – Ministry of Forests materials and focuses on key readiness factors to help communities engage and participate effectively.

FLPs are not comprehensive land use plans, nor do they resolve all governance or rights-related matters. However, they represent a significant shift in forestry planning and a structured opportunity to influence how forests are managed over the coming decades.

Setting the Context for This Toolkit

This toolkit has been developed by First Nations, for First Nations, and focuses on building readiness in the pre-FLP stage. It is intended for those who are not currently engaged in an FLP and who may have limited awareness or understanding of what an FLP is, including its purpose, process, and potential benefits.

It is meant to complement—not duplicate—existing FLP materials and guidance developed by the Ministry of Forests. This toolkit responds to the need for accessible, straightforward information for First Nations, with a focus on key readiness factors in the FLP process.

The Forestry Council’s policy team is a strong, diverse group of individuals with a wide range of knowledge, experience and skills that can offer forestry-related advice, guidance and support to First Nations. The team is made up of a Policy Programs Manager, Policy Coordinators and an expert group of First Nation forestry Strategic Advisors.
